States Risk Missing Higher Ed Opportunities

A new study found that not one state in the United States has enough adult workers who have earned some sort of postsecondary degree to meet its workforce demands. Even those states that graduate a high number of workers with degrees are projected to fall well short of their expected needs by 2025.

The College Opportunity Risk Assessment, a state-by-state comparison of risks to higher educational opportunity from the University of Pennsylvania’s Graduate School of Education (Penn GSE), also noted that even states making the most per-student investments are struggling to produce enough graduates.

“The world has changed, but our public policies haven’t,” said Joni Finney, professor of practice at Penn GSE and director of the Institute for Research on Higher Education. “We’re still touting the successes of a system designed in the wake of World War II to allow 30% to 40% of the country, drawn mostly from white, affluent backgrounds, to earn a college degree, even though that system now leaves us woefully unprepared for the challenges of the 21st century.”

According to Finney, states should be prioritizing those students who are traditionally left out of higher education, such as low-income, first-generation, minority, and working-adult students. At the same time, policymakers have to understand that cutting education budgets is turning many students into dropouts with debt and no degree.

MicroBachelors Could Be Next for Higher Ed

The online education provider edX has developed 45 MicroMasters degrees, online programs that provide a pathway to admission into a full master’s program. Now, the company is turning its attention to MicroBachelors.

“Education in five to 10 years will become modular, will become omnichannel, and will become lifelong,” edX CEO Anant Agarwal said during a recent higher-ed innovation summit hosted by the U.S. Department of Education. “We are going to make it so. It’s not going to happen by itself, we’re going to make it happen. Modular is good because it can create new efficiencies and new scaling and new bundling of components.”

MicroBachelors are viewed as a low-cost, low-risk online way for students to start an undergraduate education. EdX, which won a $700,000 grant from the Lumina Foundation for the project, is already working with Arizona State University on its Global Freshman Academy, a precursor to MicroBachelors.

One issue that could provide an obstacle is mounting evidence that online education is actually detrimental for some students.

“Online education is still in its youth,” Susan Dynarski, professor of education, public policy, and economics at the University of Michigan, wrote in a column for The New York Times. “Many approaches are possible, and some may ultimately benefit students with deep and diverse needs. As of now, however, the evidence is clear. For advanced learnings, online classes are a terrific option, but academically challenged students need a classroom with a teacher’s support.”

MOOCs Made Strides in 2017

Massive open online courses (MOOCs) are now more readily available than ever, with more than 9,400 courses and 500 credentials available to anyone interested. Providers are also finding ways to make the courses more sustainable through premium credentials, online degree programs, and access to content.

Access to content has become a big business, ranging from free to million-dollar licensing deals between providers and employers. Providers are also placing more content behind paywalls, including graded assignments.

At the same time, though, enrollment has slowed. New data from Class Central, a MOOC discovery platform, showed that 20 million learners registered for their first MOOC in 2017, about three million fewer than in 2016.

“Over half a decade since their debut, MOOCs may finally have found their footing and a sustainable revenue model,” Dhawal Shah, founder of Class Central, wrote in a recent post for EdSurge. “No, they didn’t disrupt universities, but they may have changed how working professions access continued learning and career-advancement opportunities.”

More Support for Credentialing Proposed

Not everyone needs to attend college to achieve their career goals, but increased federal support of occupational credentialing could be a viable alternative to the idea of the “free” four-year degrees that has been making headlines, according to a report from the Progressive Policy Institute (PPI).

The report proposes making more federal support, such as Pell grants, available to students in credentialing programs. PPI suggests the move could provide workers with a debt-free path to the skills needed for economic security because many of the jobs that require a credential instead of a college degree can pay as much as $90,000 a year.

“The singleminded focus on college diminishes other equally viable paths to middle-class security—such as in health care, information technology, advanced manufacturing, and other skill professions—that require specialized occupational ‘credentials’ but no four-year degree,” Anne Kim, a senior fellow at PPI, wrote in the report.

Quality credentialing can also be an alternative for nontraditional students who have family and job obligations that make the commitment to full-time student status unrealistic. Credentialing courses often take just weeks or months to complete, helping workers who have been displaced get back into jobs and new careers.

The plan would extend student financial aid, including Pell grants, to high-quality credentialing programs and provide students with standardized information on the quality and value of credentialing options. The PPI plan would pay for the program through a new excise tax on elite university endowments.

Students Need Skills, Not Standardized Tests

A new survey by Phi Delta Kappa (PDK) International found that the American public wants schools to teach their children career skills and to limit standardized testing. A majority of Americans also oppose using public funds to send students to private schools.

According to the 2017 Poll of the Public’s AttitudeToward the Public Schools, 82% of respondents support job or career skill classes, even if it means spending less time on traditional academics. More than 85% said schools should offer certificate or licensing programs that help students land jobs after graduation, while 82% said technology and engineering classes should be part of the curriculum.

However, just 42% said standardized testing was important and 52% oppose school voucher programs. That figure rises to 61% when religious schools are mentioned.

“These and other results suggest that some of the most prominent ideas that dominate current policy debates—from supporting vouchers to emphasizing high-stakes tests—are out of step with parents’ main concerns,” said Joshua P. Starr, CEO of PDK International, which has conducted the survey since 1969. “They want their children prepared for life and career after they complete high school.”

Higher Ed Embracing Badges

Even though most employers continue to require new hires to have college degrees, diplomas are not always the best way to show that employees have the skills needed to do the job. That’s where digital badges are coming into play.

“The bachelor’s degree or Ph.D. will never go away,” Philip DiSalvio, dean of the College of Advancing and Professional Studies at the University of Massachusetts, Boston, said in an article for University Business. “But every higher-ed portfolio is going to have some form of alternative credential that will demonstrate a student’s competency in certain areas.”

Digital badges, available for everything from problem-solving to career readiness, can be posted to social media sites, stored in digital portfolios, and displayed on specially designed platforms. The badges are linked to lists of skills students have mastered, in addition to the grades they’ve received.

Colleges and universities are trying to stay ahead of the curve on badges by developing programs that recognize skills students have acquired through their studies. Badges can connect skills needed in the workforce to what a college teaches, as well as provide a clearer picture of a student’s academic record.

“The reason they’re taking off in higher education is most employers are not getting the information they need about people emerging from higher ed,” said Jonathan Finkelstein, found and CEO of the badging platform Credly. “The degree itself doesn’t get to the level of describing particular competencies.”

Accepting Alternative Credentials Varies

Alternative credentials are given for learning experiences gained through massive open online courses, training that issues badges, and boot camps. However, institutions take differing approaches on how they issue credit for adult prior learning, according to a report from the Online Learning Consortium and the Research Center for Digital Learning & Leadership.

The study, Alternative Credentials: Prior Learning 2.0, profiled the assessment practices at six institutions, finding that each understood the need for quality measurements. However, internal assessment takes too much time and so is normally outsourced to a nonprofit organization.

Data management and reporting was also a challenge for the schools. Student data can be insufficient for evaluation or maintained by more than one department on campus, making the decision-making process on credit more difficult.

“This availability, or lack of availability, of reliable data leads to mostly suppositions made surrounding time to degree completion,” Jill Buban, senior director of research and innovation for the Online Learning Consortium, wrote in the report. “We know that prior-learning evaluation processes increase time towards degree completion and can be a cost savings for students. However, without accurate data there aren’t identifiable percentages around specific types of credentials, increasing time to degree completion.”

Harvard, MIT Share Findings of MOOC Study

study of massive open online courses (MOOCs) by the Massachusetts Institute of Technology and Harvard University researchers found registration continues to grow. The survey reported that new registrations for MOOCs average more than 1,500 people each day, while the median number of active participants for each course is nearly 8,000.

HarvardX and MITx: Four Years of Open Online Courses noted that 2.4 million unique users participated in one or more MOOCs offered by the two institutions and nearly 250,000 learner certificates were issued over the last four years. It also found that the average number of students enrolled into computer sciences courses is more than 21,000, compared to just over 7,900 for other courses, according to a report in Campus Technology.

At the same time, the study reported a significant drop in MOOC enrollment in 2016. MIT and Harvard University each had about 800,000 participants enrolled in MOOCs in 2015, but last year those numbers fell to 670,000 for MIT courses and 540,000 for HarvardX offerings.

The number of people earning certification also fell to its lowest point in the four years of the study, although the total number of certificates awarded in 2016 was higher than the number presented in the first year of the research. Researchers are concerned that the drop in participation was caused by the decision to not provide free certification for the courses.

“The typical course is smaller than it used to be, but this decrease is also steady and related to the proliferation of courses with more specialized content and smaller audiences,” Andrew Ho, a Harvard researcher who co-authored the study, told TechCrunch. “The MOOC audience continues to grow, but the number of MOOCs is growing faster. An analogy is television viewership numbers, and now we have more ‘channels’ than ever. The question now is how can audiences find the best course for them and on what merits.”

MicroMasters Advance Careers, Learning

The nonprofit online learning provider edX launched a new category of master’s-level courses aimed at bridging the gap between higher education and the workplace. The new MicroMasters program offers credentials and a pathway to earn college credit.

The aim of the courses is to provide high-quality education from top universities to help students advance their career or work toward earning their master’s degree. Subjects in the program range from artificial intelligence to project management.

Certificates earned in the program represent a quarter to half of the requirements for a traditional master’s degree, according to a report in eCampus News. Textbook publisher Pearson is collaborating with edX on the program, offering MicroMasters courses at its learning centers and providing in-person support.

“As part of our mission to attract the best talent, we understand the importance of providing multiple pathways to degree programs,” said Sanjay Sarma, vice president for open learning, Massachusetts Institute of Technology, Cambridge. “MicroMasters broadens our admissions pool and also allows learners to demonstrate their abilities through a series of online courses. All who pass earn a credential valued by the marketplace; those who excel may apply and complete their master’s with an additional semester’s residence.”

Most Institutions Are Offering Badges

More than 90% of colleges and universities now offer alternative credentialing and one in five issue badges, according to research conducted by the University Professional and Continuing Education Association. The popularity of microcredentials is driven by workers who understand that displaying badges makes it easier to highlight specialized skills.

“You can present an employer with a résumé and it shows what you have collectively done over the years,” Charlene Templeton, assistant dean for continuing education at Anne Arundel Community College, Arnold, MD, said in an article for University Business. “But a badge shows there are specific things you have achieved.”

Badges can be added to a résumé or shared on social media, allowing employers to see links to detailed descriptions of the skills and competencies developed during the course. Anne Arundel has awarded hundreds of badges in the last two years, while Stony Brook University, part of the State University of New York system, has handed out 130 badges in professional development to working professionals in human-resource management and higher-education administration.

“You may be waiting two or four years to earn a degree, but you’re developing skills and knowledge along the way—badges make this knowledge visible,” said Ken Kindblom, interim dean for the school of professional development at Stony Brook.

Taking Nontraditional Paths to College

The New York Times reported in May that Malia Obama would attend Harvard University, but only after spending a year away seeking experiences outside of the classroom. The gap-year approach is one of three ways identified in a new study as the most popular nontraditional pathways students take instead of going straight to college.

The other options are collecting credentials and badges from online resources and skills program to skip college altogether.

“College costs keep growing and student debt is over one trillion dollars,” Richard Wang, CEO of the coding bootcamp Coding Dojo, said in an article for eCampus News. “These alternative education options can help keep student debt under control while providing individuals with real-world experiences and skills employers are looking for in job candidates.”

The report noted that colleges and universities support nontraditional alternatives as a way to help students perform better once they do arrive on campus. Admissions departments can also focus on those interests developed through a year of personalized learning to attract the best students.

“As a result of these educational developments, I refrain from spending all of my counseling hours talking about grades, classes, and test scores,” said Alex Ellison, founder of the educational consulting firm Dunce Labs. “Instead, I dedicate time with the students with whom I work to explain the values of starting a blog, creating an independent project they can be proud of, and building a unique portfolio of all the cool stuff they have done over the years.”

Use of Alternative Credentials Grows

A new study found that 94% of colleges and universities are offering some form of alternative credentials to their students. It also noted millennial students were more likely to favor educational rewards built around badging and certificates rather than the traditional bachelor’s degree.

The research from the University Professional and Continuing Education Association (UPCEA), Pennsylvania State University, and the publisher Pearson reported that one in five institutions offer badges and 64% of respondents said their institution saw the use of alternative credentialing as an important strategy. It also found that 71% of institutions consistently work with the business community to offer their students internships and job placement.

“The degree will always be an important credential, but it won’t always be the gold standard,” Jim Fong, director of the UPCEA Center for Research and Marketing Strategy, said in a release. “As millennials enter the prime years of their careers and move into positions of greater power, we’ll see more alternative credentials for specific industries and possibly across the board. Higher education institutions, especially those in our survey, are showing that they are being progressive with workforce needs.”

Campus Blockchain Initiative Underway

Blockchain technology, developed as a digital ledger to record transactions using the digital currency bitcoin, is finding its way onto campus. The Massachusetts Institute of Technology’s Media Lab and educational software provider Learning Machine recently launched an open-source initiative that allows institutions to create, share, and verify blockchain-based educational credentials.

The potential uses of blockchain technology on campus include providing credential verification and tracking students’ progress through their coursework. Through the platform, credentials collected by students can be securely shared with anyone, such as an employer, who requires official documents.

The platform ensures the documentation sent is authentic and valid, according to a release on Blockchain News.

“The goal of our collaboration with the MIT Media Lab is to empower individuals with shareable credentials that can be used peer-to-peer and verified as authentic,” said Chris Jagers, co-founder and CEO of Learning Machine. “The current system for sharing official records is slow, complicated, expensive, and broken for everyone in a myriad of ways. The first generation of students to grow up entirely during the Internet age have started applying for college, and many admissions officers can share stories about applicants trying to text photos of their academic records. The expectations, while seemingly humorous, convey an honest impression about the way things should work. It should be that easy for people to share certified records directly with others and have them trusted as authentic.”

CU System Is Monetizing MOOCs

The University of Colorado has generated about $110,000 since September from massive open online courses (MOOCs) because students are willing to pay for certificates of completion.

The CU system partnered with Coursera in 2013, producing dozens of courses for the MOOC provider, including several multicourse units on a single topic that have been particularly successful at earning revenue.

“A specialization is a cluster of courses that ends with a capstone project, and what Coursera has found—and we’ve found this, too—is that these specializations, these clusters of courses are really marketable and really valuable to people in the marketplace,” Deborah Keyek-Franssen, associate vice president for digital education and engagement for the CU system, said in an article for eCampus News.

The courses have been rated so highly that the business faculty on the Denver campus voted to accept a Coursera specialization certificate in data warehousing as a transfer credit that admitted students can apply toward the 30-credit master’s degree in information systems.

“That lowers the cost of attendance for students,” Keyek-Franssen said. “The business school understands that this is a way to recruit students into the program and they have full faith in the quality of the specialization because it’s been taught and is being built by their own faculty.”

The Boulder campus doesn’t accept certificates as transfer credits yet, but is looking into the possibility. Provost Russ Moore told eCampus News he needed “strong evidence” that students earning online certificates were getting the same level of instruction as those on campus, but does see the partnership with Coursera as a way to introduce people to the institution.

“In a way, it’s a different way of marketing what CU-Boulder has to offer on a broader scale,” he said. “[Professor] William Kuskin’s comic-book course, the first go-around, had 40,000 people sign up, so that’s a great way to get the word out.”

Universities Launch Microcredentials Platform

Six universities have teamed to launch the University Learning Store, a platform that will help job seekers and working professionals earn microcredentials in business and technical fields.

Learners will have to prove their knowledge through verified, hands-on assessments as measures of competencies to earn a microcredential, according to a report in eCampus News. In addition, learners can choose to combine microcredentials to earn larger certification from an institution.

“Although an array of nondegree credentials exist, they can leave employers guessing at their true value,” said David Schejbal, dean of the University of Wisconsin-Extension, one of the founding institutions of the project. “With the University Learning Store, leading institutions have joined forces to introduce credentials that clearly indicate the capabilities of the credential holder.”

Microcredentials, available as a printable certificate or digital badge, can be added to a student’s resume after successfully completing an assessment. Courses on the University Learning Store site cost $50-$150, but are currently being offered at half-price for a limited time. Each credential can be earned in days or weeks.

“This is an innovation in skill credentialing that the workforce, and higher ed, has not seen before,” said Nelson Baker, dean of Georgia Tech Professional Education. “At Georgia Tech, we bring the same rigor and real-world applicability to our nondegree educational opportunities as we do other programs. Industry validation is the final frontier of proving the value of lifelong learning.”

MOOCs Had a Very Good Year

Massive open online courses (MOOCs) had a banner year in 2015. According to an EdSurge report, enrollment doubled to more than 35 million students, with more than 4,200 courses offered by 550 colleges and universities.

There were 2,200 courses offered for the first time in 2015, with computer science and programming courses growing by more than 10%. The MOOC listing provider Class Central analyzed reviews of the courses and determined that A Life of Happiness and Fulfilment, offered by Indian School of Business and Coursera, beat Introduction to Programing with MATLAB, offered by Vanderbilt University and Coursera, as the top-rated class of the year.

Issuing credentials to students was a top MOOC trend of 2015, with more than 100 credentials available from providers. Credentials have become the main source of revenue for both Udacity and Coursera, while edX focused on providing MOOC students with credit by teaming with Arizona State University on its Global Freshman Academy and working on partnerships with credit-granting schools.

Many MOOC providers no longer offer free certificates upon completion of a class and are now targeting high school students trying to prepare for college. The platforms also offer more than 800 self-paced classes with soft deadlines that give students plenty of flexibility for completing a course.

“In 2016, we can expect to see a lot more credentials and credits,” Dhawal Shah, founder of Class Central, wrote for EdSurge. “But as MOOC providers try to aggressively monetize, early adopters many find that critical components of the learning experience will no longer be free.”

Use of E-Portfolios Growing in Higher Ed

There was a time when portfolios were primarily used by faculty as a way to gather information on student progress. Times have clearly changed because the California State University system rolled out an e-portfolio initiative in November that is available for use by more than three million students and alumni.

An e-portfolio provides students with a place to collect evidence of lifelong learning and skills. The electronic repository provides employers information that help match students with jobs. Colleges and universities are also using e-portfolios to identify tools and training needed to help students become more attractive job candidates.

“Tuition costs are up, perceived value is down,” Ryan Craig wrote in a report for TechCrunch. “Reports suggest that half of recent graduates are unemployed or underemployed. Colleges and universities need to provide students and graduates with additional training and tools to improve immediate employability.”

More than 30 states now require students as early as middle school to create e-portfolios and individualized learning plans. Students will be able to provide colleges and universities with examples of their best work, helping to make it easier identify the abilities and potential of prospective applicants.

“Once a sideshow, e-portfolios are beginning to play a more central role in higher education, connecting both forward (graduates to jobs) and backwards (high school students to admissions),” Craig wrote. “Like Rosencrantz and Guildenstern, the days of viewing e-portfolios as peripheral rather than central are dead.”

Will Credentials Displace Degrees?

Students expect education to improve their job prospects. At the same time, employers want job candidates who have acquired the high-tech skills and qualifications as they enter the job market.

This is causing a shift away from the traditional college degree and toward credentials, such as online badges, course certificates, and dynamic assessments, according to Aaron Skonnard, CEO of the online training provider Plurasight. In a post for TechCrunch, Skonnard predicted that credentials will at least be as relevant as the college degrees because they offer “more insight into hard skills.”

Massive open online courses (MOOCs) got the discussion started by making higher education somewhat more accessible. Completion rates proved to be an issue, so MOOC providers adapted and expanded beyond free education to create training and certification programs that use credentials for skills that employers want.

“We live in a time of real-time analytics, and we dashboard everything inside the organization, from sales to operation costs to customer sentiment,” Skonnard wrote. “It’s only natural that this trend should extend into the way we vet, assess, and track the skills and abilities of our prospective and current employees. The more data options we have, the more deliberate we can become about making good hiring decisions, and the more prescriptive we can be about addressing monumental skills gaps in the workplace. The college degree alone can’t provide this kind of holistic insight.”
