Free College in New York Is Complicated

Complications appear to be bogging down the “free college” movement, particularly in New York. An August report from the Center for an Urban Future found that just 3.2% of the undergraduates statewide received an Excelsior Scholarship.

The program requires students to earn at least 30 credits every year of enrollment, which proved to be the main reason students applying for the funds were rejected. According to the report, 43,513 of the 63,599 scholarship applications in 2018 were rejected, with more than 36,000 denied because of insufficient credits.

“Admittedly, it’s still early days for the program, so the numbers may drift upwards a bit,” Matt Reed, vice president for learning, Brookdale Community College, Lincroft, NJ, wrote in his Confessions of a Community College Dean column for Inside Higher Ed. “But with complicated paperwork requirements, an extraordinarily high credit requirement, and a postgraduation residency requirement in place, it’s not surprising that the impact has been minimal.”

To Reed, the more complicated the program, the fewer resources it will receive. Free colleges should be simple and transparent, not screening people out.

“Beat the program with a simple stick,” he continued. “Get rid of income caps, postgraduate residency requirements, and unrealistic credit requirements. Over time, make it as free, open, and easy to use as a public library. The future is worth it.”

Decisions Needed Before Going Online

Online degree programs have become a strategy for growth at some colleges and universities, and for survival at others. However, it involves much more than slapping a course or program online.

“You are not simply putting a course online; you are creating an online product,” said Furqan Nazeeri, a partner at the online education platform provider ExtensionEngine. “It’s an important distinction. Your product—the program, course, certificate, or degree—has to be unique and very specific to what your market to current and prospective students want.”

With institutions developing new online programs each year, colleges and universities should be striving to create something unique and not just a replica of the course provided in the classroom. All campuses are different and schools should be looking at their online programs the same way.

“It’s time to move away from mass-produced, cookie-cutter programs that take a one-size-fits-all approach,” Nazeeri continued. “Instead, differentiate your students’ online learning experience, and thus your institution, by creating authentic, adaptive, engaging, customized programs that embrace your institution’s distinctive approach to education.”

Anyone going this route must also understand there are risks and considerable costs to online programs.

“What are the key considerations in the push to go online?” Aleksandar Tomic, associate dean for strategy, innovation, and technology at the Woods College of Advanced Studies, Boston College, asked in a column for The EvoLLLution. “There are no obvious answers to any of these challenges, but each institution must consider the options in front of them and clearly define the answer best for their organization and success.”

Integrating Access to Content

Seamless integration of academic content and tools with a school’s learning management systems (LMS) really shouldn’t be an issue. However, institutions regularly face challenges in integrating digital learning materials with all the different campus systems.

“When solutions integrate well, the students and professors shouldn’t notice any differences between our platforms and the external content,” said Steve Kessinger, director of information services and technology at Bluefield College, Bluefield, VA. “Integrations should enhance the educational experience, not be a barrier.”

Integration should make access to digital content possible from the institution’s LMS interface and not in a new window from a new interface. Students shouldn’t have to log into the LMS a second time to access the material. Seamless integration can also make it possible for students to immediately access content as soon as they register for a class through their LMS accounts.

A well-integrated system allows students’ quiz and homework grades to go directly to the LMS gradebook for review by the instructor. It should also be easy for instructors to edit and share content with students, while administrators should be able to see analytics and student performance measurements.

To make it all happen, colleges and universities, along with instructors, need to be working with LMS providers on universal standards.

“When vendors adhere to sets of standards as opposed to proprietary approaches, it becomes far easier for institutions to adopt their solutions,” Kessinger said. “Our application development resources are extremely limited. Developing custom integrations can be very time-consuming and costly.”

Banning Electronics Works in One OSU Class

All first-year students at The Ohio State University, Columbus, are receiving iPad Pros this fall as part of an initiative between the institution and Apple to enhance the learning experience. The devices are welcomed across campus, except for an economics course taught by Trevor Logan.

Logan banned all electronics from his courses during the spring semester. Instead of complaints, he saw student performance on the midterm exam improve significantly.

The students even seemed to like the policy, telling Logan the ban helped them maintain their focus in class and take better notes. They also said it helped them enjoy the class.

“I thought I would get much more pushback on this from students, and I didn’t think student outcomes would be so significant,” Logan wrote in a Twitter thread. “Given these results, I’m very encouraged to continue with the policy.”

The one concern was the electronics ban might be an issue for students with learning disabilities who rely on technology. Logan allowed students to petition for an exception, but no student did during the spring term.

“A deep understanding of when and how the use of smart devices and other technologies should be diluted or entirely removed from the learning environment remains elusive,” John Craven, associate professor of education at Fordham University, New York, NY, said. “Dr. Logan’s willingness to shed light on this topic is commendable, particularly given the potential of rebellion from students who are currently all too often addicted to their smart devices.”

Online Testing May Widen Achievement Gap

Proponents say computer-based standardized tests are more secure than traditional paper-and-pencil testing, can be scored faster, and allow questions to be designed more innovatively. They also see online testing as good preparation for students facing a job market that more and more emphasizes tech capabilities.

However, some educators say that moving to computerized testing is actually increasing an achievement gap they’ve worked for years to shrink.

Pew Research Center analysis of U.S. Census Bureau data in 2015 found that about five million households with school-aged children didn’t have a high-speed Internet connection at home; many of those were low-income black or Hispanic households.

A March 2017 Pew post indicated that the divide persists, with nearly half of households with an annual income below $30,000 not having broadband service or a desktop or laptop computer at home. Researchers report that the majority of teachers in poor districts claim their students aren’t prepared to take online tests. Some schools have so few computers that each student only gets access once a week.

“Putting the test online just sets the city kids three steps back,” Jessica Shiller, associate professor of education at Towson University, Towson, MD, told The Washington Post. “It’s more a measure of income than skill.”

Instructors are put in the unenviable position of having to teach both class content and computer use to prepare their students for high-stakes tests such as the Partnership for Assessment of Readiness for College and Careers (PARCC) tests, which cover English and mathematics for grades 3-11.

OER Benefits Extend Beyond Price

As open education librarian at the City University of New York, Ann Fiddler and her colleagues have been working for the past year to help faculty members integrate open educational resources (OER) into their courses as part of New York Gov. Andrew Cuomo’s $8 million budget investment to provide OER to students at the 21 campuses of the City University of New York (CUNY) and the 64 campuses of the State University of New York (SUNY) system.

In an opinion piece for the education website The 74 Million (a reference to the number of children in the U.S. under the age of 18), Fiddler noted that by this coming fall, CUNY students in high-enrollment classes should have saved $8.1 million through use of OER. However, she added that the impact of open content goes beyond dollars and cents, citing four other powerful effects:

1) Faculty members become reinvigorated about their vocation as they retool their courses for OER, sometimes involving their students in the creation of new learning materials.

2) With OER, all students, no matter their financial situation, have their course materials and are prepared to learn on the first day of class. Previously, because of high textbook prices, some students waited until several weeks into the term to buy some materials or skipped purchasing them entirely.

3) Evidence is beginning to mount that OER can improve student outcomes. Fiddler noted that in one CUNY math course, students using OER scored 10 points higher on the final exam and were three times as likely to pass the course as their counterparts using traditional print materials. While still early days, she said she expects further positive data as OER are expanded to more campuses and more classes.

4) OER foster collaboration, not only within systems and within states but across state borders. SUNY and CUNY are collaborating on the launch of Open NYS, a community to showcase and support use of OER for those just getting started. The group is already sharing best practices with officials in Maryland, while learning from early adopters such as California.

Prevent a Virtual Divide Before It Happens

As new technologies enter the learning landscape, educators need to ensure their introduction doesn’t create a “digital divide 2.0,” wrote Emory Craig, director of e-learning and instructional technologies, College of New Rochelle, New Rochelle, NY, in a piece for EdTech: Focus on Higher Education.

Virtual (VR) and augmented reality (AR) are already beginning to offer virtual labs and field trips, interactive storytelling, and immersive world-building experiences. However, the cost of some VR headsets and the computers capable of supporting them can be quite high.

Lower-cost systems so far tend to confirm the truism that you get what you pay for. While Google Cardboard offers an easy-to-use, affordable option, its visual experience is poorer and interactivity is limited by the lack of a hand controller.

Newer, standalone VR headsets that don’t require a smartphone or external computer may prove to be workable solutions. Facebook, which has a stated goal of getting a billion people using virtual reality, plans to release at least two standalone devices this year through Oculus VR. Google and the Taiwanese company HTC Corp. both have standalone VR headsets in the pipeline as well.

Craig suggested that dedicated spaces or events, available to everyone on a campus, will broaden access to VR and AR experiences. “In the near future, we may see VR headset carts, checkout stations, and even lease/purchase initiatives in some academic programs,” he said, adding that institutions could also host events to allow students and faculty to experiment with rented or demo devices.

Louisiana Finds Way to Deliver Good OER

While open educational resources (OER) are often touted as an important step in keeping the cost of course materials in line, finding quality materials can be a problem, especially for K-12 instruction. Teachers surfing the web for individual lesson plans is not really an ideal way to deliver excellent content.

“There’s more bad OER out there than good; that’s a fact,” Rebecca Kockler, assistant superintendent of academic instruction for Louisiana, said during a panel discussion at the recent SXSWedu conference. “We need to find the quality stuff and elevate it for everyone.”

The Louisiana Department of Education has taken a positive step in the right direction by making integrated curriculum available on its website. The content is aligned with the state’s core standards and adaptable to the needs of individual students, providing teachers with more time to just teach.

The Louisiana approach also couples professional development for teachers with the sharing of best practices and curricula, and it’s paying dividends. A 2017 study found record growth in the high-school graduation rate and the rate of college attendance. In addition, the research noted that state fourth-graders had the highest learning gains in the nation in a national reading assessment test in 2015.

“Using OER wasn’t our goal,” Kockler said. “Quality was our goal.

Policy Choices Limiting Promise Programs

Legislative policies may impact states offering free tuition for two-year institutions. Research that looked at 20 existing College Promise programs in 18 states found that some of their requirements could make it harder for some students to participate.

“As debates around Promise programs continue, state legislators serious about spurring enrollment, lowering debt, and addressing inequities in our higher-education system should ensure that proposed Promise programs provide both a clear message and a clear benefit to those who need it most,” wrote Jen Mishory, a senior fellow at the Century Foundation, in The Future of Statewide College Promise Programs: A State Guideto Free College.

The report noted that half the programs studied required students to attend school full time, eliminating part-time students who are more likely to be on their own financially and in need of the additional help to attend. Merit-based requirements and limitations on the degrees or certificates covered by the free-tuition programs can also reduce the number of eligible students.

Using federal Pell Grant dollars or other grants to cover the cost of tuition before the Promise program kicks in is another roadblock for students. The report noted that if Promise dollars went to tuition, lower-income students would then be able to use the grant money on some of the other costs of higher education, such as housing transportation, and books.

At least in their initial stages, few states have recharged their higher-education investments enough to make significant progress toward a more universal benefit—and each state faces their own unique hurdles to getting there, some more challenging than others,” Mishory wrote. “Without that investment, as states launch programs with rationing policies to contain program costs, the choices they make will have very different impacts on who benefits, how well it measures up against the goals of spurring enrollment and lowering debt, and how their program impacts the progress their state makes in closing gaps in enrollment and attainment rates by race and income.”

Strategies to Bridge the K-3 ‘Device Gap’

Just over two-thirds of K-3 teachers reported that on at least one occasion they’d refrained from assigning homework because they didn’t think all their students had access to the technology or digital media needed to complete the work. That percentage was even higher for schools serving a greater number of low-income students.

In the same online survey of educators and parents, conducted last year by the Silicon Valley Community Foundation’s Center for Early Learning, 40% of parents said that challenges with home technology access hampered their children’s ability to stay on pace with their peers.

Based on the survey and in-person conversations with parents, the foundation suggested five strategies for how instructors can help bridge the school/home “device gap”:

1. Inform parents about how their children are using technology and which digital media are being used in the classroom.

2. Recommend specific programs and apps students can use at home to complement what’s being used at school. Since poor Internet service and data limits are among the most common technology hurdles at home, consider programs that don’t require Wi-Fi or cell service to run after being downloaded.

3. Host a parent-teacher learning exchange in your school or across your district to explain how appropriate content is chosen. While teachers aren’t expected to have every answer on devices and apps, the survey and discussions indicated parents do view them as trusted partners for advice on technology use.

4. Rather than focusing solely on scary messages about the potential harmful effects of device use on young children, take a balanced approach that promotes how to “learn and live well” in a world where technology and connectedness are ever more ubiquitous.

5. Connect parents to their local library as a source for increasing their access to technology and further mentoring on appropriate use for young children.

Study Finds Benefits in Microlearning

Tools such as flash cards have been helping students learn for generations. Now, the idea of providing short bursts of information lasting no longer than 15 minutes—known as microlearning—is taking on a new focus in the digital age.

After short lessons, students at Northeastern University, Burlington, MA, use Twitter and Snapchat to create posts of hyperfocused content for others to consume. Research there also found that using social media for microlearning increased student engagement, created learning communities, and provided opportunities for information retention.

“We focus on microlearning where students sometime consume, but often create, content,” said Lindsey Sudbury, academic instructional technologist at Northeastern. “It’s usually created quickly after a lot of thought and integrating what they already know.”

The Northeastern work on microlearning found that breaking education into small pieces allows students to access content more easily and learn at their own pace. The study also reported that it helped reduce student burnout syndrome, which is a concern for medical students.

“With microlearning, you’re constantly getting this information over and over again, so it’s allowing for you to really synthesize information and connect those dots more frequently,” said Clair Waterbury, who works with Sudbury as an academic instructional technologist at Northeastern.

Copyright Law Expiring Should Help OER

Public-domain documents are often important sources for open educational resource (OER) providers. Educators could soon have more public-domain documents from which to choose.

The Sonny Bono Copyright Term Extension Act, passed in 1998 in honor of the late entertainer and congressman, extended copyright protection of future works to 70 years after the creator’s death (previously 50 years) and added 20 years to the copyright of works already in existence. The law expires at the end of the year and there appears to be little momentum to extend it any further.

“We are not aware of any such efforts, and it’s not something we are pursuing,” a spokesperson for the Recording Industry Association of America said.

Historians have criticized the copyright protections because they prevented preservation of some works that are nearly 100 years old. In addition, the Internet has led advocacy groups and companies such as Google to organize public opinion against open-access limits.

“I haven’t seen any evidence that Big Content companies plan to push for another term extension,” said Daniel Nazer, attorney for the Electronic Frontier Foundation. “This is an election year, so if they wanted to get a big ticket like that through Congress, you would expect to see them laying the groundwork with lobbying and op-eds.”

Higher-Ed Critics of Net Neutrality Repeal

While some in higher education argue that repeal of the 2015 “net neutrality” orders will have little effect on campus, nearly every major higher-ed organization came out against the move. It’s feared that education could become more expensive and have slower Internet access unless the institution has the means to pony up the additional fees Internet Service Providers (ISPs) are now able to charge.

The old rules prevented ISPs from charging content producers and customers more for faster service. Ajit Pai, the new chair of the Federal Communications Commission (FCC), contended the rules also stifled innovation and the move was passed in a Dec. 14 vote.

Repealing the rules is intended to spur competition among ISPs, which could mean institutions will be able to pick and choose the best provider for the campus. It’s also possible that universities could face higher charges because of the broadband demands of virtual courses or cloud-based storage and services.

Rural campuses are concerned that they will not benefit from any competition since they rely on a single Internet provider. Colleges and universities are fearful that research projects could be moved to slower speeds if the institution is unwilling to pay more for faster service. And if costs go up for colleges, it will likely trickle down to student fees.

“The new FCC rules do not follow in the liberated direction imagined by the Internet’s inventors,” Robert Ubell, vice dean emeritus of online learning at the Tandon School of Engineering, New York University, wrote in a column for EdSurge. “With ISPs given the reckless authority to block and shut down sites, academic freedom is a potential target—along with other guarantees of equal access.”

More Support for Credentialing Proposed

Not everyone needs to attend college to achieve their career goals, but increased federal support of occupational credentialing could be a viable alternative to the idea of the “free” four-year degrees that has been making headlines, according to a report from the Progressive Policy Institute (PPI).

The report proposes making more federal support, such as Pell grants, available to students in credentialing programs. PPI suggests the move could provide workers with a debt-free path to the skills needed for economic security because many of the jobs that require a credential instead of a college degree can pay as much as $90,000 a year.

“The singleminded focus on college diminishes other equally viable paths to middle-class security—such as in health care, information technology, advanced manufacturing, and other skill professions—that require specialized occupational ‘credentials’ but no four-year degree,” Anne Kim, a senior fellow at PPI, wrote in the report.

Quality credentialing can also be an alternative for nontraditional students who have family and job obligations that make the commitment to full-time student status unrealistic. Credentialing courses often take just weeks or months to complete, helping workers who have been displaced get back into jobs and new careers.

The plan would extend student financial aid, including Pell grants, to high-quality credentialing programs and provide students with standardized information on the quality and value of credentialing options. The PPI plan would pay for the program through a new excise tax on elite university endowments.

Pros and Cons of Inclusive Access

More colleges and universities are offering inclusive-access programs for course materials because they see the model as ensuring wins for many involved.

Students get their course materials at discounted prices on the first day of class, making instructors happy. Publishers are guaranteed 100% sell-through for offering significant discounts on the content, which provides institutions with a way to show they are keeping costs in check. There’s also a role for the campus store because they have established relationships with all the parties involved—faculty, publishers, and students—and have the means to handle the transactions.

However, not everyone sees it as the best or only option.

Proponents of open educational resources view inclusive access as a model that just replicates the same publishing structures that led to rising textbook prices in the first place. Some faculty members also see inclusive access as an academic-freedom issue, limiting their choices on content to just one publisher.

“I do think it is likely that traditionally published content will continue to be used at colleges and universities, although whether or not it is through inclusive access remains to be seen,” said Nicole Allen, director of open education for the Scholarly Publishing and Academic Resources Coalition. “Textbook publishers have been through many iterations of models for proprietary digital content—it is hard to know how long any one will last.”

Digital Diplomas? There's an App for That

The Massachusetts Institute of Technology, Cambridge, launched a pilot program in the summer that gave graduates the option to receive their diplomas on their smartphone through an app, along with the traditional paper version. The Blockcerts Wallet app uses blockchain technology to provide students easy access to their diploma that is verifiable and tamperproof.

“From the beginning, one of our primary motivations has been to empower students to be curators of their own credentials,” said Mary Callahan, MIT registrar and senior associate dean. “This pilot makes it possible for them to have ownership of their records and to be able to share them in a secure way, with whomever they choose.”

Once students download the app, a set of unique numerical identifiers are created that is used in the digital diploma to prove ownership. The technology allows students to share their diploma, which can be immediately verified as authentic, for free with employers or schools.

“It really is transformative. And it could be as big as the web because it affects every sector,” said Chris Jagers, co-founder and CEO of Learning Machine, which worked with MIT on the technology. “It’s not just academic records. It’s being able to passively know that digital things are true. That creates a whole new reality across every sector.”

Small Changes Aid Students of All Abilities

Simple modifications in classroom teaching practices could greatly assist college students with disabilities and help out the rest of the class to boot, in the view of an Assumption College professor.

In a guest column for The Chronicle of Higher Education, James M. Lang recounted how his institution invited faculty to hear a panel of students discuss their various disabilities and what they needed in the way of accommodation to succeed in their coursework.

For the most part, the students asked for easy changes that would add little to no time or cost to an instructor’s lecture preparation and wouldn’t disrupt class proceedings. Among the requested alterations were: writing larger and more legibly on whiteboards with black markers (not colors); creating PowerPoint slides with fewer words in bigger type; and providing PowerPoints or other materials before or after class so students can review them on their own.

“In example after example, [the students] described teaching practices that would have universal benefit in the classroom and that could be adopted without putting a spotlight on students with disabilities,” Lang noted. “So if I take a little more time and effort to make my writing large, legible, and organized on the whiteboard, I am going to help the student with visual impairments—but I’m also going to help everyone in the room take better notes on our discussion.”

Lang suggested that faculty “should take the diversity of learners into consideration up front as we design our courses. And if we do, we will need to make fewer accommodations at the request of specific students, because inclusive design practices help all learners succeed.”

Closing In on 100% Classroom Connectivity

Huge gains have been made in classroom connectivity, but work still remains to be done, according to the 2017 State of the States report from EducationSuperHighway, a nonprofit headquartered in San Francisco that serves as an advocate and consultant for states and school districts to obtain high-speed Internet access for all classrooms.

In 2013, 40 million students were unable to meet the Federal Communications Commission’s 100 kilobits-per-second minimum connectivity goal for digital learning. As of this year, that number has been reduced to 6.5 million students, with 748 districts still requiring upgrades to effectively use the Internet in their classrooms. EducationSuperHighway’s goal is to have every student in the country connected by 2020.

Responding to a Funds For Learning survey, almost 80% of school districts and libraries credited the federal E-rate program for their faster Internet connections. E-rate is shorthand for the Schools and Libraries Program of the Universal Service Fund, administered by the Universal Service Administrative Co. under direction of the FCC. The largest federally funded education program, it gives discounts to help schools and libraries secure affordable and safe telecommunications and Internet access.

In addition to E-rate, EducationSuperHighway noted that 46 state governors are supporting legislation to improve affordability, increase fiber-optic connections, and get Wi-Fi into every classroom.

“Access to high-speed Internet is no longer considered a luxury but a basic necessity for 21st-century learning,” Pennsylvania Gov. Tom Wolf stated in the report.

Goldrick-Rab Headlines TAC 2017 Speakers

Sara Goldrick-Rab, professor of higher-education policy and sociology at Temple University, Philadelphia, PA, will deliver the keynote address at the 2017 Textbook Affordability Conference (TAC), Nov. 10-12, at the Georgia Institute of Technology, Atlanta.

Goldrick-Rab is author of the Amazon bestseller Paying the Price: College Costs, Financial Aid, and the Betrayal of the American Dream and founder of the Wisconsin HOPE Lab, the nation’s only translational research laboratory focused on ways to make college more affordable. Her keynote speech will discuss reasons why campuses must collaborate with internal partners to address affordability.

TAC 2017 will also feature presentations from Robin Baliszewski, managing director, Pearson North America; TJ Bliss, director of development and strategy, Wiki Education; and Rick Anderson, associate dean for collections and scholarly communication, J. Willard Marriott Library, University of Utah, Salt Lake City. All TAC 2017 learning events are focused on developing models that campuses can use to create more affordable, accessible, and effective course-material options for students.

Baliszewski was president of Pearson’s North American career and professional education business from 2000-09 and served as the company’s director for people, with responsibility for recruitment, retention, development, and succession of Pearson employees. Her current responsibilities include sales and field marketing for higher-education, academic, corporate, and government markets.

Bliss is responsible for developing strategies and relationships in the philanthropy community and working with the Wiki Education board to create an organizational strategy. He guided the open education resources portfolio for the Hewlett Foundation for the last three years and served as director of assessment and accountability for the department of education in Idaho.

Anderson previously worked as a bibliographer for YBP Inc., now known as GOBI Library Solutions. In addition, he was head acquisitions librarian for the University of North Carolina, Greensboro; director of resource acquisitions for the University of Nevada, Reno; and is a regular contributor to The Scholarly Kitchen blog.

Keeping the Google Book Project Alive

Google’s grand project to digitize every single book ran into a snag when authors and publishers objected and sued. Google prevailed in court, but the project stalled and left a digital database of 25 million books that “nobody is allowed to read,” according to author and programmer James Somer.

But he’s not entirely correct.

Libraries that partnered with Google for the project kept digital copies of their scanned work, which now make up about 95% of the content in the HathiTrust Digital Library, based at the University of Michigan, Ann Arbor. The database is used to conduct research without the fear of copyright infringement, while students with disabilities can access the scanned work through the use of assistive technology.

“We couldn’t have done it without Google,” Mary Sue Coleman, current president of the Association of American Universities, said of HathiTrust. “The fact that Google did it made things happen much more rapidly, I believe, than it would have happened if universities had been doing it without a central driving force.”

The HathiTrust Research Center (HTRC) makes computational analysis of public-domain and copyrighted works from the collection possible. Work on copyrighted materials is done on Data Capsules, a service created by HTRC that allows for “nonconsumptive” research without violating copyright restrictions.

“I’m not a fan of everything Google, by any means,” said Paul Courant, interim provost and executive vice president for academic affairs and the University of Michigan. “But I think this was an amazing effort that has had lasting consequences, most of them positive.”
